Have you considered a tractor engine? Old 1940s and 1950s tractors can be easily found
that produce in the 10-20 horsepower range at 1400-1600 rpm. Most have a pto at 550 rpm.
These engines will do work at very low RPMs. One of these could be used as a mobile stationary engine or split in two and fixed to a foundation.
   Parts can be found at tractor dealers.
   Have big flywheels and power take-offs.
   Have governors.
   Fuel efficient.
   Have mounted radiators.
   Many cost less than $1000.
   6000 hours engine life.
Examples include: John Deere MT, B or A, International A, B or C.
Also, old tractors up to 50 horsepower are common for more power at lower rpms.

How about a 4 cylinder leroi built with a thick flywheel from a generator with hydraulic governor set to run at 900 rpms water cooled exhaust manifold on it, I even have a 30 kW Westinghouse to go with it.skid mounted with a gas tank on it. I have pictures, is there a way to add them to this thread?
