2011 brings new Federal Rules for 3-phase motor efficiency standards

In the USA and also in Canada, 3-phase electric motors between 1 hp and 500 hp will have to comply with new higher efficiency rules.  Existing motors now in service or stocked on shelves will not be affected by the new rules.

That's seems like a reasonable thing to do but what seems to be missing on my radar are federal efforts to make sure the national power grid continues to exist and function.  More efficient motors won't run any better than lower efficiency motors if the grid is destroyed due to a solar EMP, while electrical utilities continue to pay bonuses to shareholders rather than upgrade their aging infrastructure.
