I noticed on the picture that you put on that the spring has tension but the spring loaded pin is only about half way in.If i put any tension on mine the pin will go all the way in.the governor spring seems like it overpowers the spring loaded pin and the governor moves proportionally to the throttle linkage.This makes it difficult to stabalize at lower revs.I adjusted it so it was half way in like yours but the revs would go too high and if i backed the throttle off manually it would stall.I can only get two main positions too fast or stall.If i controll the linkage with my finger with the governor linkage backed off i can get it down lower but it is so touchy that the slightest movement on the throttle will make it rev up or stall.If i find a fix for this i will be sure to let you guys know.
