The backfiring makes me think the timing might be retarded. If it was mine I would probably remove one shim from under the pump body, then try it to see if that helps. If so, either find true TDC and set the timing to factory specs or just remove one shim at a time until it runs acceptably.

Hardy Diesel used to sell those outboards 12-15 years ago. And yes, they advertised that they were designed to push a small barge. I thought about buying one at the time, but they were right around $1000. I'm pretty sure the EPA jumped right on that and banned them. If they hadn't, they would probably be selling on ebay for under $500 by now.

Hi all; I bought an S195 engine in 2007 from an ebay seller with a store in Michigan called Carroll Stream. The original id tag is ground off the motor and replaced with a tag identifying it as YX195E-R. It is electric start and came with a radiator, which I removed before ever starting the engine.
Does anyone have any info about this engine such as which manufacturer made it and if it is DI or IDI?
I had it in storage until recently, and have only begun tinkering with it during the past week.

Bzzzt. It'd have to be upstream of the meter, the best one can do downstream is active power factor correction. 

I'm not convinced that it would matter on which side of the meter the 'modulation' was applied. 

It would be pretty hard to modulate the entire grid, which is what you would be trying to do.
