Can I use this as an A/C condenser

I'm trying to build my own natural gas heat pump A/C system from car parts using a pond for the majority of the cooling capacity. It will use an automotive compressor belt driven with a natural gas powered engine. (because I pay a premium for electricity during the hottest "peak" hours of the day)

Major question I have: Can I use a flat plate heat exchanger like this one on the condenser side of the A/C? The hot refrigerant would be pumped through the heat exchanger along with cool pond water.

Do engines get rewarded for their steam?

I suspect that you could I just don't know if it is large enough to remove enough heat
